Bio

Victoria Hines is a vice president of the University of Rochester Medical Center (URMC) and chief operating officer for the University of Rochester Medical Faculty Group (URMFG). She is responsible for setting strategic direction, providing leadership and driving successful change to business models that make URMFG world class in terms of access to care, patient and family-centered care delivery, and cost efficiency. Her work is transforming a traditional, department-based group of academic clinicians into a high-performing multi-specialty group practice.

Prior to her role as COO, Hines served as the president & CEO of Visiting Nurse Service of Rochester and Monroe County, Inc., and of Finger Lakes Visiting Nurse Service, Inc. for 13 years. Both home care agencies are part of the University of Rochester and include certified and licensed agencies, hospice and Meals on Wheels. 

She is also an assistant professor of clinical nursing at the University of Rochester School of Nursing where she teaches the foundational leadership course for the Master of Health Care Management and Doctor of Nursing Practice programs. She is also a frequent guest lecturer for other courses at the School of Nursing, the Simon School, and for continuing leadership education programs at URMC. 

Hines is actively engaged in redesigning the system of care. She served on the New York Public Health and Health Planning Council for seven years and has served as the board chair for several organizations devoted to advocacy and access to quality services for seniors, including the Alzheimer’s Association, the Home Care Association of New York, and the Finger Lakes Visiting Nurse Service. Currently, she serves on the boards of Lifespan, ESL Federal Credit Union, and the Genesee Valley Medical Foundation. In 2011, she received the Ruth F. Wilson award from the Home Care Association of New York, honoring her outstanding career contributions and leadership in the field of home care.  Ms. Hines has also been honored as the 2005 CEO of the Year by the Public Relations Society of America and as an Athena Award finalist in 2011 and 2012. 

She earned her master’s degree in health administration from the Medical College of Virginia/Virginia Commonwealth University, and a bachelor’s degree in psychology from the University of Virginia.  She served an administrative residency at Strong Memorial, Highland and Park Ridge Hospitals in Rochester.
